There was an old sewer pipe that have to be removed. It was a big steel pipe with a concrete outside. With the concrete shear the pipe is removed.

Seriously though, if he broke through into the sewer pipe wouldn't the canal drain into the pipe?

It was an old sewer pipe and not anymore in use. The new one is laying far away and much more deeper, because the channel have to made deeper for bigger ships. And that's the reason why old pipe have te be removed.
