Bypass hose leyland 4/98NT

Afternoon everyone.

Just a quick question today. What is the default position for the tap in the picture? In what circumstance should the tap be off (as in the photo) and when should it be on?

Its turned off, it has been fitted where the hoses should go off to the cab heater matrix at the front of the left floorplate, but someone has bypassed the heater completely and just put a loop to block off the connections.
I'd just leave it turned off personally. The only time you'd want it on is if you have the heater connected, its not leaking and you want a pitiful amount of extra warmth in the cab in winter.

Generally when that type of tap is on for flow the lever will be inline with the flow.
