I have tightened the injector retaining bolts as tight as I dare but I have no way of knowing if the resistance I can feel is from the compression of the washer or the protrusion of the sleeve. Should I keep going with my rachet until I physically can't turn it any more or is there a chance I could strip the thread?
No do not keep going with your ratchet you could damage the new sleeves; there should be a torque value for the bolts, you would be wise to find it and torque them to the correct tension.
