A question of licences

I have a Ransomes MG2 crawler that I have owned for years but I believe I can no longer take to shows or ploughing matches etc.
I have been told that any private land that the public have access to, or been invited to, or have paid an entrance fee to, now falls under the road traffic act, and although I do hold an 'F' license in it's own right, I do not have an 'H' license for track layers I can't drive it on show sites. Also as it's not registered it does not display a reg no., again against the road traffic act. Anyone else come across this one? How do I get an 'H' license if the only crawler I have isn't road registered?
What does this mean for a field with a footpath across it? Surely under 'right to roam' that means just about anywhere.
The back story is that police are now issuing tickets for mobile phone use while driving to people paying by phone app at McDonalds drive throughs. ie, private land that the public have access to.
Suggestions anyone?
