Looks well dodgy to me too ... the wear on the undercarriage must be colossal.... and why get up onto the trucks in the first place, i spent 9 months at Stewartby land fill unloading ballast trains, all i had was a JS200 and a slightly larger than normal ditching bucket ... it was ok sitting on the deck for the 30ton wagons, but when they brought the 100ton wagons on, i just used to dump ballast on the deck to raise height, making sure the toe was away from the rail tracks .. and you dont need to see into the trucks either

Looks to be operating quite close to overhead lines as well on the video
I'm guessing it's not from the U.K. as someone has already said I think Health and Safety would have a fit here.
The Ackerman instructions don't look as dodgy as the total lift is a lot less. One thing that does look suspect is how by lifting on the blade you get from the position in photo one to photo two without dragging the blade across the ground. Hardly going to be kind on the machine either.

According to the (swedish) text, the dump truck is reversed/pulled in under the machine while it is standing on the blade and bucket/arm. This does mean, however, that two people are more or less required; one in the excavator and one in the truck, at the same time.
edit: This video kind of illustrates it (only in reverse), but on such a low trailer (compared to the length of the undercarriage) lowering the blade isn't really neccessary, IMHO. The operator also seems to be a bit of an amateur/novice.
