Ive put a new battery on
Had jump leads on it as well running off a running 4x4
No fuel at injectors when cracking the engine

Okay while I am not sure of the setup on these machines get yourself a small can of derv and try it on a gravity feed, so a piece of pipe straight from the can of derv to the fuel injection pump and then try it.

Your rack or slide is stuck inside the injector pump
I dunno anything about these small motors but Im pretty sure from all I have read here thats the problem
Any Perkins motor I have ever owned are really good starters
So I assume you motor has a solenoid to stop the engine try giving it a few good whacks as they can stick some times
The next thing you need to put up here is a good photo of the injector pump so that we can see what the set up is from there and try to advise from there

Tried the gravity fed way still no luck. Tried solenoid out as well.

Nathan can you pump clean air free fuel to the main injection pump without any bubbles of air in it; and if you can is there a bleed screw on the fuel injection pump?

Yep bleed the filter before it enters the injection pump. Bleed banjo screw above injector pump.
However there is no bleed screws on the actual injector.
I did takenthe pipes off as u can see and fuel just about dribbles out. No pressure at all

Nathan I have not seen this type of injection pump before but there must be a bleed screw on it somewhere? Can you get any pictures of the side of the fuel injection pump?
These things can be a pig to bleed; however from what you have been saying in this thread I suspect that you may have additional issues with either the engine or the pump?

Read somewhere that these cassette injector pumps have no bleed screw. It just plugs straight into the engine.
If i remove it will i mess the timing out?? Just 4 bolts hold it in place
