Looking at your pic that lever has to move upwards in the direction of the arrow as seen on the engine block. There is the remains of what looks like a ball joint on the lever which I think would have been a part ofhe inner cable for stopping

If you try to follow where a stop cable would connect then try moving the arm in the direction of the pull. Maybe a clear pic will help as well

I had a real drama removing my brake drums too. I tried everything that I had at my disposal including a very large slide hammer.
