Thanks for the tip, wood sounds easier than the route I was thinking.
I was looking into threaded rod and heaps of big washers filed down to make the stepped shaft.

It is a two stage clutch, drive plate at the flywheel.
I took the clutch and flywheel to a clutch expert, he machined the surfaces and relined the plates, he also did all the required adjustments for $580 NZD.
All I need now is to make an alignment tool to get it all back together.

I have split my, what I think is a Fiat 650 in half to replace the clutch.
